The Finacial District and also the old city, the cradle of Law and Order; home to both Town Hall and Police HQ. The district limit of thirty stories was only waved once; for Mr. Van Der Pol. Here is the business of old monied gentlemen and big family financials. New structures are built here only very rarely, though there is usually space for rent in the fine old buildings.
